Why Intel not Produce 7nm Chip Itself?

 According to Latest Update
The Intel not produce 7nm Chip itself as Intel had been outsourced the production of 7nm Chip to third party such as It was expected to be arrived at Forth quarter of this year but due to some defect the company have been postpone till 2023.
